Anchor Prices Postponed: New Deadline November 17, 2026

# Anchor Prices Postponed: New Deadline November 17, 2026

The Croatian government postponed two key decisions on mandatory anchor price display and machine-readable price lists on websites — just one day before they were supposed to take effect.

**New deadline: November 17, 2026.**

Here’s what happened, what was postponed, and what’s already in force.

What was supposed to enter into force on October 1?

On September 10, 2026, the government adopted two decisions as part of the **XI Package of Measures to Protect Households and the Economy from Price Increases**:

1. **Decision on Displaying Additional Price** — the obligation to show the “anchor” price (the price that applied on September 10, 2026) next to every current price, so consumers can immediately see how much a product or service has gone up

2. **Decision on Publishing Price Lists of Products and Services** — the obligation for every trader and service provider with a website to publish a machine-readable price list (.xml or .csv format)

Both were published in **Narodne novine No. 101/2026 (September 11, 2026)** and were scheduled to enter into force on **October 1, 2026 — today**.

But on September 29, the government adopted amendments postponing them.

What the amendment brought (NN 110/2026, September 29, 2026)

In **Narodne novine No. 110/2026 (September 29, 2026)** , two decisions were published replacing the words “October 1, 2026” with “**November 17, 2026**” in the relevant sections.

**Both obligations are postponed to November 17, 2026.**

The amendments entered into force on **September 30, 2026** — one day before the original deadline.

Why did the government postpone?

Prime Minister **Andrej Plenković** stated that the government heeded requests from craftsmen, entrepreneurs, and traders who needed more time to adapt. The period of only **20 days** from publication (September 11) to enforcement (October 1) was deemed too short.

Minister of Economy **Ante Šušnjar** admitted the mistake on social media platform X:

*”If it turns out we set a solution too broadly or didn’t leave enough time for implementation, it’s responsible to correct it.”*

He announced that by November 17, **new regulations** will be adopted to permanently regulate base prices and price list publication, with reasonable exemptions and less administrative burden.

What exactly is postponed vs. already in force?

Anchor (additional) price 🛑 POSTPONED to Nov 17

The obligation to display an additional price alongside the current price — for **all products and services** (no longer just 6 categories as before) — **does not start on October 1 but on November 17, 2026**.

The reference date remains **September 10, 2026** (the price that applied on that day).

Machine-readable price list on websites 🛑 POSTPONED to Nov 17

The obligation to publish a price list in .xml or .csv format on a website — for **all traders and service providers** (no longer just large retail chains) — **does not start on October 1 but on November 17, 2026**.

What remains in force?

The obligation to display anchor prices for **6 product categories** (food, beverages, cosmetics, cleaning products, toiletries, household products) in **retail stores** — this has been in force **since 2025** and remains unchanged.

The obligation to display service price lists at the point of sale — regulated by the **Regulation on Display of Retail Prices (NN 117/2022)** — already in force.

Penalties: what applies for non-compliance?

Although the deadline has been moved, the penalty framework remains the same. Under the **Law on Exceptional Price Control Measures**:

Entity Fine range

|——–|———–|

Legal entity €3,000 – €30,000
Responsible person in legal entity €1,000 – €4,000
Craftsman / self-employed €1,000 – €20,000

Supervision is carried out by the **market inspection service of the State Inspectorate**.

What does this mean for you?

**If you’re a consumer:** the postponement means you’ll have to wait until mid-November to get legal insight into how much prices have increased compared to the September 10 reference date. On the other hand, the transparency the government aims for will likely be better prepared.

**If you’re a craftsman or trader:** the postponement gives you **47 extra days** to:

  • prepare your system for displaying anchor prices (on shelves, websites, flyers)
  • create an .xml/.csv price list file and publish it on your website
  • follow the announcement of new regulations that could simplify the obligations

What’s next?

By November 17, expect:

– **Regulation on the method of displaying base product prices** (public consultation coming soon)

– **Regulation on the content and method of publishing product price lists**

  • Possible additional exemptions (announced by the Minister)

We’re monitoring the situation — as soon as the regulations enter public consultation, we’ll bring you the analysis.
