If you’re working in Croatia as a foreigner, you’ve probably heard about the “porezna kartica” (tax card). It sounds like another piece of paperwork, but it actually determines how much income tax you pay every month.

Get it wrong — and you’ll pay more tax than you should. Let’s break it down in plain English.

What Is a Tax Card?

The tax card (officially: Obrazac za dohodak / Income Form) is a document maintained by the Tax Administration (Porezna uprava) for every taxpayer in Croatia. It contains:

  • Your personal deduction (osnovni 600 EUR/month + additional allowances for dependents)
  • Your place of residence (determines the surtax — prirez — you pay, depending on your city/municipality)
  • Coefficients for tax reliefs (if you’re a student, have a disability, or have children)

Your employer is required to request your tax card data when you start a new job. If they don’t ask — you should ask them. Otherwise, they’ll calculate your tax at the highest possible rate.

How to Get Your Tax Card

Good news: you don’t need to go anywhere. Everything is done online.

  1. Log in to e-Građani (https://gov.hr/e-gradani) — you need your digital credentials (token, mobile app, or mToken). If you don’t have these, you can get them at any branch office of FINA.
  2. Search for “Porezna kartica” — it’s under the “Taxes” section.
  3. Download it as PDF — all your data is already there. Check that it’s correct.
  4. Send it to your employer — or give them the details orally; they’ll enter them into the system.

The whole process takes 5 minutes.

Personal Deductions on Your Tax Card

This is the key part. Your personal deduction is the amount you don’t pay tax on. The higher your deduction, the less tax you pay.

The surtax is an additional tax on income that goes to your local government (city or municipality). The rate depends on your registered residence:

  • Zagreb: 18% surtax (the highest in Croatia!)
  • Split: 10%
  • Rijeka: 13%
  • Osijek: 10%
  • Smaller towns: 5-8% or even 0%

Can you avoid it? If you actually live in a smaller town with a lower surtax, you can change your registered residence. But be careful: it’s tax fraud to register at an address where you don’t actually live, and the Tax Administration can check.

What If You Work for Multiple Employers?

If you work for two or more employers at the same time (e.g., a main job + freelance work), only one employer can use your tax card with your personal deduction. The others will calculate your tax without any personal deduction — meaning you’ll pay more tax on those additional incomes.

At the end of the year, the annual tax return will consolidate everything and correct any overpayment — you might even get a refund!

What If You Don’t Submit Your Tax Card?

If your employer doesn’t receive your tax card data, they are legally required to calculate your tax at the maximum rate — without any deductions.

Example: If your gross salary is 1,000 EUR and you have two children (deductions of 960 EUR), without submitting your card, your employer will tax all 1,000 EUR instead of just 40 EUR. The difference? ~140 EUR per month. Annually? ~1,700 EUR. That’s serious money.

When to Update Your Tax Card

  • You change jobs — mandatory
  • You have a child — add them as a dependent
  • You move to a new address — the surtax changes
  • At the start of each year — verify all data is correct
  • If you get divorced or a child stops being a dependent — remove them, or you’ll be underpaying tax (and might get a bill later)
